Our neighbor is a budding ballerina at age 5. Her mom made a tutu topper with tissue paper, we found a tiarra and made fondant toe shoes. The extra wide border on the bottom layer was made with tip # 97 to resemble a tutu skirt and detailed with candy hearts. The little bows are fondant with pink candy balls to add sparkle and compliment the tiara. My best hint is to place two straws down through the 3 layers so there is no shifting. They can be cut easily to any length.
