How didyou make these 

I used candy melts and used it to adhere the sugar cookie to the ice cream cone. I did cut cones down to cup height. Filled with cake that I had already baked. Frosting and candy hearts I made and cut out!

how did you do the handles?

I used candy melts also. Used small tip and piped them over a pattern that I had made, about 36 on a paper .
