Tier 1 is cow print to match Jessie's pants, Tier 2 is the sky and clouds from Andy's wall paper. Both tiers have brown rope board. This was a last minute cake, so Woody and Buzz are plastic characters and Jessie (who I couldn't find in the same character) is edible paper on a gumpaste backing.
