Bow Like/ribbon Inspired Bottom Tier?

I’m making my own version of this cake for a baby shower but I’m pretty stumped on how to do the bottom. I can’t tell if this is buttercream and piping work or a million tiny fondant cutouts. Could you please help me and share any advice or pointers you may have to recreate this look without hours of tedious work? Thank you in advance! PS I’ve been looking at Russian piping tips and everything else with no luckBow Like/ribbon Inspired Bottom Tier?

That is exactly it, kakeladi, but it could be done by cutting strips of fondant about 3" long by 1/2" wide and folding them into this shape and attaching one at a time.

Thanks for thinking I posted the link   No :)   I think they are formed as Sandra said  from strips of fondant

Sorry lark6209!  I can't read!  kakeladi, did you look at the mold on the attached link?  It makes the same design.
