Cooling Tower Cake - Help Me!

Hi all, I am new to baking and would like to make a cake based on a nuclear power station cooling tower (one like the simpsons). Can any one tell me the simplest way to make that cylinder shape thats large on the bottom, small in the middle and then bigish on the top? Wanting to make the cake that shape if possible.

Not familiar w/the tower but from your description It sounds like an hourglass so bake several layers of descending rounds  like —10,10,9,8,6,6,8,8,9 stacking them up   If need be shave the middle so it is more like you want   That’s how I would do  it
