Hi everyone! I just joined and this is my first post on the forum. I was looking for some advice on how to make these fondant ruffles.

These appear to be made by using a circle cutter, 3 or 4 inches in diameter, cutting the pieces half in two and folding to form gathers or pleats, on the straight, cut side, so that it looks like a tiny skirt.  Start at the bottom of the cake and offset each row as you move toward the top of the tier.  Hope this make sense.
