To make this design in buttercream?  If so, can someone pint me in the direction for a tutorial?

I'm going to go out on a limb and say no seeing the way that most of them are open, it isn't a ruffle exactly.

I would also say no way to do in BC.  Those appear to be different rounded fondant/gumpaste circles then ruffles with a baller

There could be a similar look done w/a somewhat stiff air-drying b'cream but it would not really look as good.

yeah like gingerlocks said and found those great pictures -- and you could free form some weirdy buttercream ones onto a waxed paper wrapped pan or something and freeze them and try to get them arranged on there in that fashion too -- to get in some of the rounded and fluffier abstract ones -- maybe --

yeah or like kakeladi said air drying is another way

and use a bunch of corn starch in your freshly mixed icing -- you want it to stand well and if it's freshly mixed and put in your piping bag it will flow better -- use small amounts in there or if using a long bag-- wind it down low so you're not trying to push though a couple pounds of icing to make one fluffy little diddle -- kwim -- i'm on a tangent here sort of -- but to get the right spin on these things you need to focus in on it and don't fill a plastic bag all the way full and expect to get the right result -- know what it mean -- improvise with your piping is what i'm trying to say --- make it easy on yourself
