Is This Fondant? Gumpaste? Rice Paper? I'm Stumped.

AI hope this link will show up. Does anyone have any idea what the ruffles on this cake are made with? My first thought is rice paper, but I'm not sure. The cake being requested is not until October, but I'm feeling stumped here so I'm hoping to get opinions! Thanks!
My very inexperienced guess would be thinly rolled fondant. Can't wait to see what others think.
I've ruled out rice paper or edible image paper because of the rough edges. Edges seem to have been roughly torn or ripped off. The only edible thing I can think of would be Linda's recipe for gumpaste (the creator of the Silhouette cake decorating system). Using her Silhouette printable paper recipe for gumpaste you actually can get it so thin it's just like a piece of paper. Having a brain cramp on her last name. I believe she posts the recipe on her site. Googles Silhouette for cakes and see what you can find.
ALinda McClure is her name but I'm thinking modeling chocolate perhaps?
I say fondant and rolled thru a pasta machine to make it very thin.
It's fondant rolled through a pasta roller and dragged to get the ragged edge.
