"bunching" Effect On Cake

Hi everyone...my brother is getting married and their wedding dress is very unique...i would love to try to replicate this dress...but I am not sure how to do the "bunching" effect- im calling it this for lack of proper term lol... anyways I am thinking i would sort of gather my fondant in wide strips and lay it across the cake layering it as i go and adding edible pearls to the points that meet??? I would do this for the bottom tier and a scroll design on top. The cake it self only has to feed 100 so it wont be too big...any ideas would be greatly appreciated
