I am new to the world of cookie decorating, and a local buisness wants to buy from me. I am working under the Ohio cottage law at my home. Can I sell to them or just to individuals?

I believe you are limited to direct sales, not for re-sale. However, call the authority and check for sure.

As I understand the OH Cottage laws (I'm under those, too), you can sell to a re-seller items which do not require refrigeration and have complete food ingredient labels.
