You can not copyright a cake idea, so no one can tell you can or can not do a cake idea from them. So you do not have to ask anyone's permission to do a cake or part of a cake they have done. If someone does not want people to copy their work then they really should not post it on a public website.
And while I think it is polite to give thanks and such, where does it end? If you use parts of several different cakes then the cake is yours. Should I credit Person A for the border idea, Person B for the FBCT, Person C for this and Person D for that?
I think if you copy a cake as close as you can then you giving credit to that person is a very nice thing to do. But if your cake does not look like one specific cake or another, why do we really need to thank every person that we pulled ideas from?
I also agree with TexasSugar....if your cake is pretty much a copy of someone elses work, then I still think it's polite to mention who inspired your creation. Usually if my cake design is a result of several different ideas, then I'll just say that.
However, having worked for a copyright attorney for several years. someone CAN absolutely copyright a cake design, image, etc. Now, I say they CAN do it, however, not sure it would get them anywhere if they did....what are you going to do.....sue anyone who replicates it! I don't think so! But, it can be done!
