i am making photo cookies today how should i attach the photo to the cookies with piping jel or buttercream

Are you going to ice the cookies first or was that the question? I always ice with the royal icing, let them dry then attach my photos with a very little water.

I have often wondered this myself...so, when you're doing a photo cake, you generally place it before the icing crusts, then the photo and the cake blend together...so, couldnt this work if one places the photo on the royal icing before it dries?

Has anyone tried that? Perhaps I should pull out my cookie cutters and give it a shot myself...

It works but if the royal is too thin, it could cause the colors in the edible images to run and sometimes, as it dries, the image will wrinkle.
