Interesting Buttercream Decorating

I love looking at cakes and I came across one today that is
buttercream but different. I have never seen one like this before.
Maybe it won't be new looking to everyone. How do you think it's done?
Do you like it at all?

I'm guessing the swags could be done with something like the large icing tip, and then a smaller one over the top for the narrow band!

I'm probably way off here, but that's how it looks to me!

The white frosting is all the way up to the trim on the next layer. It is so smooth. You really think it is piping? I'd like to learn how. Anything else anyone could tell me would be appreciated.

Here's how I would do it. I would smooth it on in a large scallop of the first layer of buttercream that had crusted over. Smooth it using the viva technique and then pipe on the swags using a larger tip with a smaller tip over the top of it. I may be way off here, but that's how I would try it. HTH. : )
