You may be having the trouble that I was at first. I was used to the RI that I coated cookies with (very very thin!). However, then came along the above mentioned recipe that we learned in Wilton Course II. It should work just fine for the tiara. It is very thick!
Now if you want a RI that is stronger than that then you want to use egg whites and powder sugar mixed together. The only draw back is that you need to use it all at once. You cant rebeat it like with merigue powder. I do use this for fine string work and pieces that I want extra strong. One egg white with enough ps to mix in is all that you need for most pieces.
