I'm not sure there is an onlay for that, it looks like it was done with something like this cutter set: http://www.pinterest.com/pin/401805597974727894/

AThis is not an Onlay, it was done using the cutters that Dayti posted. If you check out Jessicakes blog she demos how to do this. She uses a wax paper transfer method. Makes it seem nice and easy! If you would prefer a mold check out Marvelous Molds, they have a similar mold. They also have great YouTube videos to demo application.

AThanks so much Would it be easier to get a neat finish with a mold? I've never used one before.

Not for this design I don't think, it's not very fiddly. It won't be hard, especially if you use wax paper like Jessica Harris. And even if you don't do it that way, you just need a good eye or a good ruler to get everything lined up nicely. If you cut them out of fondant/gumpaste, let the shapes set up for a while before gluing them to the cake so they don't distort.

Yes. Very important. The first time I used cutters like this it didn't click in my brain to let them sit for a few minutes before moving them around. That's why in my avatar you see wonky cutouts. That, and they are not aligned.
