Sheet Cake Sizes ~ I'm Confused!

I'm a little confused on sheet cake sizes.

If a 9x13 is a 1/4 sheet cake, shouldn't two of those side-by-side make a half sheet?

Shouldn't four 9x13 cakes placed together make a full sheet? 

Do 1/4 measurements not a apply to cake sizes?

I would feel as if I'm cheating my customers or would consider them a bit silly to think that 2 quarters don't equal to half and 4 quarters, not a full sheet.

Sometimes, I feel that bakeries are cheating customers by not using proper equations.  Am I crazy, or does anyone else think the same thing?

So ironic because I just did 2 sheet cakes this weekend, and I rarely do them.  I always wondered why sheet cakes are not four 9x13s at bakeries.  I do use four 9x13s.  It makes a huge cake, but the events I make them for always need that many servings, so it works out.  My  husband finally cut me a couple of plywood cake boards!   The cakes are huge and heavy and leaves a lot of space for decorating, which is not always a good thing.  Also, I find myself searching every time for something to cover the cake without touching it.  No luck, ever.  I've even used 4 10x15s a couple of times!

It does... a Bun commercial full sheet pan is 18x26.
