12 inches high but feeds less than 20? Thats kind of a tall order.
Are they against the use of dummies? Because I have no idea how to make a tall cake with less than 20 servings without some styrofoam in there. What about RKT? Or maybe add a really tall pole to the top of the lighthouse but that is kind of cheeky. I think to keep that scale you need about 9 inches of cake, and 3 inches of lighthouse thing...whatever that top part is called. :)

that's exactly what I thought...I'll just tell her it's either one thing or another xD
For cakes like this, I just make whatever looks best, serving size doesn't really come into play. Obviously I will scale it up or down appropriately, and make sure it serves enough, but if making it looks right means it serves an extra 10-20 people, oh well .
Of course, I word it nice when talking to a customer, lol.
