Help With My Train Cake

I will be making this train cake in September.  I am not sure what the best way to do the bottom part of the train and the wheels.

 

Should I just frost the entire train blue, use yellow fondant for the accents, then the black wheels will show up?  I am afraid if I frost the bottom part black, the wheels won't really show up.

AThat looks so much fun! I love doing trains :-)

I would cover the whole thing with black fondant then cover in blue fondant then cut away the blue to leave the black showing. Build up the detail on the bottom part once your fondant has firmed up over night :-)

Sorry, I should have stated, they don't want it fondant covered.
