I first rolled a circle of fondant, then used plastic wrap to make the ruffles, balled it up and pushed it under. I covered the cake and then put it on top of the circle. Thanks everyone! It was fun to make and the woman who recieved it loved it!

This is amazing... the edge of the hat actually looks like felt or fabric. Incredible! You really know how to pay attention to details : )
