I could not find an Elmo cookie cutter anywhere, even online, so I decided to create my own by using a large round cutter for the face, then I cut 1/2 a circle out of the face for the eyes, then I cut small circles and inserted them in the cutout for the eyes so 1/2 the eye is sticking out on top. I was so surprised how well they turned out. Royal Icing is used for decorating.
