Will Powder Sugar Glaze Dry Hard Enough For Packaging?

I'd like to make some heart shaped sugar cookies and dip the tops of them in a powder sugar glaze. Will the glaze harden enough for me to package the cookies in plastic bags?

Toba Garretts glace icing is basically a powdered sugar glaze. It dried hard enough to package.

I think the best way to go would be Toba Garretts Glaze icing. The regular powdered sugar glaze does not stack well, so if you put more than one in a plastic bag they might not look very good when you take them out.

....but won't the milk in the icing make them go bad if they aren't refrigerated?
