Which Tip Do I Use?

Can you tell me which tip to use to frost like this and how to do it? Do I start from the middle and work my way out or start from the outside and work my way in?

I have the wilton dessert decorater its a large tip and I go from the outside in

I use tip 1M for cupcakes and I go from the outside in.
