Customer Keeps Asking For Different Price Quotes

I've been having issues with customers who waste my time. They'll show me a picture of what they want and I'll give them a quote. Then they show another, and another. I end up spending so much time giving quotes for different details, flavors, sizes etc. The last time I did this I calculated that I spent an hour doing calculations and obviously I wasn't paid for it.

Do quotes by appointment and charge for the appointment! Set up a low price, the idea is not to discourage the serious customers but the annoying ones. Set up a precise amount of time.... Let's say 15 min. Say that you will reimburse the appointment charge as courtesy once the order is placed. No order? ok, no reimbursement. They waste your time; you take their money. Hope it helps!
