Hi- I have a cake topper that a customer wants and not sure where I can have it made.  I have looked on etsy but not sure where to begin looking for a topper like the one I need.  Its a girl holding a guitar but the customer wants the hair color to be blonde instead of brown.  

Why don't you print it in edible wafer paper and paste it on pastillage? Then support with sticks. Besides do you have to use the very same image? You may purchase another one online, like this one
