I’ve seen lots of Princess cake on social media that look like doll cakes, but the “frosting” is poured into a clear tube, topped with glitter, then pulled up so it flows over the cake and looks like a dress. 

What’s the name for the “technique”?

Well bemaggiore3  I stumbled upon what you were talking about in this post. Someone posted on one of my fb decorating pages. It’s not something I would be interested in making. It actually looks kinda gross.
