I watched a couple of videos on making cupcake bouquets and the instructors used toothpicks, two per cupcake, spaced about one inch apart. I do recall my friends who make the bouquets saying they used toothpicks as well.

just for the record and not to be a dodo bird to sandra who was so kind to go to the trouble to get an answer for you -- just to add my own random thought here -- if you are selling these i would recommend using a dab of icing to anchor the cupcakes -- toothpicks could be hazardous
