Using A Mix - Labeling Question

I am just starting out my home based bakery! I make many cakes from scratch, but when I make cupcakes for kids, I use a box mix. 

So my question is, how do I create the ingredient list?? How do I know what order to place the additional ingredients that aren’t included in the mix ingredients but added in (eggs, milk, oil?) The requirements state that I need to “list the ingredients from most to least by weight” but how do I know in what order to include the additional ingredients?? Thanks so much for your help!!

I think your going to have to go the office that license you ; ask them exactly what is needed and how    Every agency has different rules— sometimes each person within the office will
