Moving this up    Most likely it is covered with “disco dust “ which is really not edible   It is finely ground plastic:(

I agree that it looks like disco dust.  So if you do use it then you will need to let whoever the cake is for that the fondant is no longer edible.

One of the manufacturers, it may be Satin Ice, now makes sparkly fondant.  This does look like disco dust, but then again, it is perfectly even, so maybe the new fondant.
