Help... Are These Ruffles?

Hello all.
I need some help. A bride has sent me a photo of a wedding cake she wants but the picture is a little blurry (attached) and I can't quite make out if the middle layer has petal ruffles or some kind of flower. I can see the bottom layer has Rose petals but just can't quite work out the middle.
Can I get some views in this please?

To me, it appears a simple blossom cutter was used and positioned in a ruffle type pattern, maybe even a couple of different size cutters. It looks really pretty.
My 1st reply was from looking at it on the phone but here on the computer it looks different.........more like Sandra said.....maybe just round petals folded cup-like I would play round with some petals or blossoms to see what you think looks nice. Reviewing your original post it's definately not ruffles (as I understand the term 'ruffle').
