Have you tried using the back of a spoon? That may help with the overall look of the swoosh. Also it seems that there are 3 rows of swooshes (doubt that is the technical term LOL!) on each tier but it looks as though the center row is done first and then the top and bottom are done.
In the end though, this look isn't suppose to be perfect so don't be too picky with it. I know that can be easier said than done if you are, like me, a perfectionist.
