I’m making a two layer 9in and 8in cake, do I need to put a cake board in between the two cakes and will I need to use some support like straws?

for cakes that will be over six inches tall -- you usually need to have a board and dowel in there somewhere --

If your 8” & 9” cakes are each 2 layers then each is referred to as a tier   As K8 said if  the one going on top is between 4 & 6” tall then you need to put it on a cake board & have dowel supports in the bottom cake   Dowels can be plastic drink straws or wooden “sticks”  or a combination of both
