Can someone tell what this technique is called for the Chevron and title on pool party cake? The images are flat and look drawn or printed to me. Also the Shimmer & Shine cake. I would like to figure out how to do this.

idk -- looks to me like fondant edged and colored with edible ink markers

I agree, most of the shapes appear to be cut out with a mold and outlined with a marker, on the top cake. The Pool Party looks like it could have been painted on fondant, then cut out and the characters on the second cake are edible images stuck on fondant and cut out.
