I have a French Themed Cookie Order. Does anyone know if I top a cookie with fondant, can I then attach a chocolate molded Fleur de Lis to the fondant? What would I use to attach the chocolate? They have to travel to the event so I want them to be secure. Thanks for your help!

Instinct tells me you could just brush the bottom of the chocolate piece with a little water and it would be sufficient to adhere to the fondant.  You could also use a small amount of edible glue made from Tylose and water, which would be more sturdy.  A tiny dot of melted chocolate would be super secure and handy, since you already have chocolate.
