Hi, How can I make the pipes to put on a bagpipe cake please?

Fon dant?  Seems to me these would be rather easy to make in fondant:  Image result for pipes on a set of bagpipes

Agree with kakeladi.  Make with fondant and accent with petal dusts to give color variation.
