If you look closely, you can see that the bottom tier is covered in fondant using the wrap method. The painting was probably done prior to the fondant being wrapped around the cake. The color appears to have been sort of blobbed on, left to set a minute, then gently wiped down with something like a stiff paper towel or sponge, first horizontally, then vertically. You could experiment on a scrap of fondant to perfect your technique. The gold stripes on the top two tiers appear to have been made by holding the brush steady and using a turn table.
