My Cookies Are Falling Flat And Developing Brown Sugary Puddles

Hi all, I'm working on creating a cookie base recipe of my own and after doing some research on ratios and what not I made a batch today which I wasn't entirely happy with. The cookie fell flat after being removed from the oven and some developed a brown sugary puddles around the cookie.

My base consists of

2 1/2 cups flour
1 cup Butter
3/4 cup brown sugar
1/4 cup white sugar
1 tsp baking soda
1 tsp baking powder

I baked them at 375 for about 10 to 12 minutes and tested both chilled dough and non chilled dough...

Any advice/tips would be greatly appreciated

I agree that they looked undermixed and I would increase the amt of flour  maybe start with a 1/4 cup and go from there.
