I need to make this cake. Was wondering if anyone could help me on how to create this effect?

Also what size cake shall I make for 30 people?

This is a pretty easy effect to get.  You need to first frost the cake with white icing.  Then take some of that excess white frosting and color different batches the colors you need.  Then you will want to dot the cake with those colors.  Get yourself a nice bench scraper and lazy susan and while holding the bench scraper vertically against the cake with slight pressure, turn the lazy susan.  This will cause the colors to bleed and spread a bit to get this effect.  This cake has a lot more colors than what you are wanting but it gives you the basic guidelines...https://www.littlethings.com/watercolor-cake/

For 30 people you would need a 9" cake.
