I will be making this cake for my baby niece in a few weeks. I wanted to know what sizes are the tiers? Where could I find a mold similar to the gold part of the blue tier (top tier) and most importantly how exactly would I make the hat part of the tea cup? Thank you in advance!

There are some teapot tutorials on youtube. Just type in teapot cake on youtube. They don't look like the one above but maybe they can give you some kind of ideas. There are many to browse from. Good luck. Hopefully, someone here will be able to give you more information.
Could be 3 layers, could be 4. For the "hat" I would cut a 10-11" circle, cutting out a 6" circle in the middel and use skewers every inch or so to lift it and allow to dry. When stacking, place your 8" cake, then your "hat" and then set your 6" tier atop of that.

One could also use gumballs or maybe even cotton under the fondant as it dries to form the ruffle part of that hat. As for how many layers each tier needs remember that the smaller the diameter (4, 5, 6) the taller just 2 layers will look.....my thought is that each tier is just two, 2" layers. They just look taller than the bottom one because they are smaller around.
