This looks like candy melts that have been painted with a gold luster dust mixed with vodka, but, while it is considered non-toxic, it is also not considered edible and should be used only on decorations which can be removed before consumption.

Definately what Sandra said.  It is not considered edible in the US and should not be use on any food item to be consumned.

You can purchase edible gold luster dust--it must say "FDA approved, edible" and have an ingredients list.  It cannot say "non-toxic, for decoration only".

That said, that much dust on a pretzel rod may look good, but it will have--at a minimum--a texture.
