Most likely its just an edible image applied to a fondant ribbon...it's a great technique for those of us who have horrible handwriting!

So an edible printer? Do those have built in software or do you purchase different logos, fonts....?

An edible printer is an actual computer printer that is filled with food colors rather than ink, so anything you can make on your computer can be printed onto icing sheets or rice/wafer paper.  I have Disney font loaded into my Microsoft Word, so all I would need to do is type out the message after selecting Disney Font and hit print.  @icingimages ‍ can help you with the best model of printer if you're thinking of going that route.  Just be aware that once you start, you really do not want to stop as your "ink" will dry and could cause issues with your printer.  You have to take it apart to clean it all out to get it going again.  If you use it every couple of days, you should be fine, but something to consider.  It's not something to buy to use every great once in a while.

For something like that banner, I would download the font I want and print the saying on regular printer paper.  Place rice paper over the printed saying and trace on the rice paper with an edible pen ink.  Then "glue" the rice paper onto fondant with shortening.  Rice paper is translucent and easy to write upon. All in all, this is pretty easy to do and much cheaper than purchasing an edible printer machine. I do this a lot as my handwriting is terrible.  You can also draw images on rice paper and paint them with gel colors or petal dust mixed with a little alcohol. If you think you would use the machine a lot, then go for it.
