Sizing Decorations To A Cake

Since I'm new to decorating, how do you go about sizing decorations to fit each cake size tier?

an idea for you is to get a set of dummies like from dallas foam company http://www.dallas-foam.com/cake-dummies/standard-cake-dummies.html

so you can get a solid visual to help you decide on the right sizes

I sometimes print out the decorations I am making to the size I think will be right, cut them out and as K8 suggested use foam dummies to check if the balance and size looks right.  If it doesn't resize your cutouts and print again till I'm happy with the look.
