Question About Cake With Ruffles And Flower.

Hi all!!!!

I haven't made cakes in a little while and am a bit rusty. I have two questions about this cake my friend would like me to make.

1) How do I make these "up and down ruffles" on the bottom tier? Would you guys suggest i use buttercream or fondant? And what technique would you use?

2) What kind of flower is this on the middle tier? Any tutorials on this specific flower?

You'd use fondant for the ruffles, definitely. It looks like they were made with a really deliberate dowel-ruffling motion, since the ruffle shape is so rounded.

The flower is just wired petals made with what looks like either ruffled rose petals or a peony petal cutter, plus stamens for the center.

I would place thin stirps of fondant, rolled very thin, over a series of dowels, pencils or anything round and let it set up before placing on the cake.  

The flower looks to me to be someone's version of a stylized ruffled tulip but  costumeczar is probably right.

You're right, it could be a tulip. This is just another "fantasy flower" that basically means you can use whatever you want to make it and get away with not looking like any specific type of real flower ;)
