if your referring to the ruffles ....I"m pretty sure it's pieces of fondant with the edges ruffles.
Yep - agree w/bakerlady2. That's fondant - probably took circles and lightly ruffled the edges.
As said above, those are fondant ruffles. Go to youtube and type in the search phrase: ruffle doll cake
A LOT of excellent videos will come up (most using the Wilton 104 tip).
I have seen ruffles also made out of buttercream using 104 tip. Videos on you tube will show you how to hold tube and jiggle it to make the buttercream ruffles. I do believe the ruffles in picture above are made out of fondant. Some people love fondant and some people hate it. It depends on the person's taste.
