Hey all...I was asked to do a wedding cake this summer decorated with this design, looks like its embossed but I'm not quite sure how to do it...any suggestions on what to do would be greatly appreciated, thanks

To me it looks like buttercream stencil on fondant.  Or it could be made with a "lace-type" fondant mat and then applied onto fondant.
