I've been trying to make cakepops but they won't stay on the stick.  And I've tried to melt the candy melts, even that went bad.  Any suggestions ANYONE!!!

Also, about how much of frosting do I need to add to cake?

Each person does cake pops differently.  I break up my cake pieces, add about a couple tablespoons to even about 1/2 cup or so of a binder (buttercream,coffee creamer,etc) and then mold them into balls.  Try not to make them too big as that weighs them down.  You can use a melon baller as well to help with this :) I stick mine in the freezer for a bit to firm them up.  With the chocolate..you want to mix it some, stir, mix it some, stir..and if too thick add some vegetable oil, etc to help thin it out.  Some chocolate works better than others! Then, I stick the very tip of the stick into the chocolate, then into the cake ball and dip it in the chocolate, then swirl it so it is smooth :)

Everyone does it differently and what works for others, might not for some people!  I hope you have better luck next time! :)
