My guess is that you are not dipping them into eggwhite before inserting them into the petals. It just takes a bit of 'wetness'/egg white to make them stick. Another possibility could be that you are making the petals too thin. You can make the outer edges as thing as you want but you need to leave a thickness in the center bottom edge where the wire is stuck in.
