What # tip did they use on these cupcakes to make the "pumpkins"?

The Wilton 8B? Or you could use a smaller one I guess. Put your tip in the centre of the cupcake and apply pressure til the BC gets to the edge of the cupcake, then start lifting the icing bag while still applying pressure until it's the height you want.
