How Do I Make Waves On My Board And Against Pirate Ship?

AHi, I am making a pirate ship for my daughters birthday and am wondering the best way to make waves out of sugar paste/flower paste or am I better to use a soft/medium peak icing?

Any help would be appreciated.

When I did my pirate ship I used a stiffer buttercream tinted blue and swirled it up against the ship.  I then added white buttercream at the tops of the waves to make it look like waves breaking.

AI've done this with sausages of sugarpaste on the board, put a layer of paste on top and use royal icing on the tip with a paint brush.
