is it possible to make magnolia flowers without a cell board for the vein?

AI 'm no expert but let's see. A cell board isn't to make a vein, it is to give a thicker portion to add a wire to a leaf/petal. You can cut your leaf/petal and place it face down on a table/counter, then place your wire on the back of the object from the middle and extending past the bottom. On top of the wire, only on the leaf/petal back, place a fairly thin strip of gum paste that has a little gum glue on it, making sure the wire is covered. Then lightly use your little rolling pin to smooth it out some. Then flip it over gently to add veins, etc. with your tools. There are many tutorials just google them. HTH
