They look kind of like poppies to me. However, it almost looks like they took a round cutter and just went around with a ball tool very liberally.

I was thinking Poppies, too. Or make-believe fantasy flowers.

Looks sort of like a petunia added to a fantasy flower center.

Ruffled similar to a Petunia, but flat without the base.
